Target Use Case

I've used it successfully on iconLayer and textLayer to have stuff not overlap, but I also needed to translate a bit some circles drawn with scatterplotLayer... only to realize that option is not available on those! :/

Proposal

Hopefully , this would be relatively easy to add as an option for the scatterplot layer rendering. :)
