[Tracker] Update profiles information in all locations

From 6 Apr 2026 Outreach meeting, we need updated information about profiles and lists (like Cryptographic Algorithm list) before the release of 3.1.

The information will include profile names, point of contacts for profiles (GitHub username, email), etc.

The information will be used for website, repo READMEs and related documentation, and for the spec itself.
