Can I define custom rules with oxlint?

I have a few custom ESLint rules I carry around with me that aren't in any popular plugin, but... I'm hoping I can still define them in a way that oxlint can understand.

For example, I've got one lint rule that errors when ... is being used where … (ellipsis) is preferred.

I read these docs: https://oxc.rs/docs/contribute/linter/adding-rules but it's not clear to me if this is for contribution or for my need for custom rules.

Is it possible to write non-js-plugins also? I don't see any documentation on this.
