Java Instrumentation Detail - Configuration

As someone inspecting an individual instrumentation module, I want a tab for the configuration options.

Requirements

• Should provide a list of configurations with their type, description, and any default values
• If the module has any when conditions, ensure those options are added (the semconv opt-ins are not included in the existing metadata as of now, so we need to find a way to include them in this page)
• Provide a way to view the information in the form of declarative configuration as the default, but also have the ability to toggle the view to display as system properties or env vars
  • This is blocked by Instrumentation Configuration Utilities #204 which will provide the utilities to convert the system properties to their declarative config equivalent

Adding a note from #251: empty default values should render as Default: (empty) or similar instead of showing a blank.

another note: i am going to work on including the declarative configuration representation of the configuration options embedded directly into the instrumentation metadata, then at some point we won't need to bridge them with a conversion tool. Unfortunately we are still a ways out from there so we'll need to write one (#204), but just mentioning it for context.
