#14422 describes a bug where they can't notify a user who is not added to the project. The bug went stale without any resolution.
It appears to me like maybe this was something by design.
I'm asking for a feature enhancement to allow for external notifications.
Our use case is that we have a customer/supplier relationship, we are the supplier and want the notifications sent to a shared mailbox, the DevOps project is owned by the customer and wants to add only named user accounts to the project for auditability.
As-is, we have to modify the pipeline everytime we onboard/offboard a member of the team so they get notifications. Having a feature that allows notifications to be sent to arbitrary email addresses would streamline our processes.
