[Bug]: Missing "Developing Locally" section in the main README

Bug Description

We're missing a section in the repo (typically it's in the README) on how to get up and running locally with the source code. ie.:

1. clone the repo
2. create a virtual environment
3. pip install
4. run vscode debug

Expected Behavior

There should be a section on the README on how to run this code locally.

Steps to Reproduce

1. go to the readme
2. notice the section is missing
