If you revoke the permission for 'Who can edit or create Contacts' then users cannot see the Contacts tab. While they do maintain permission for 'Who can view Contacts' to everyone

Who can edit or create Contacts - is stuck on 'everyone' and will not change permissions

Who can view Contacts - is stuck on 'department admins' and will not change permissions
